GENERAL RULES

1.  We will always use the current version of the game.  Everyone is responsible for obtaining the newest version when it is released.  Conversion to the new SOM program will be as soon as possible after it’s release, we will NOT wait for stragglers who delayed ordering.  Each League member is required to purchase from the Strat-O-Matic Game Company the following:

a.     The SOM Roster Disk that is currently in use by the League.

b.    The annual upgrade of the SOM computer baseball program. This program MUST be ordered     ASAP when released as the league will convert as soon as possible to the updated program.

2.  The Commissioner has the authority to rule on any event or transaction that takes place that is deemed NOT to be in the best interest of league.   This power will be used rarely, but as an example, if a trade was made like Albert Pujols for Sal Fasano the League Office could veto that trade.  However as a general rule, trades are trades and they will NOT be disputed.

LEAGUE STRUCTURE

The DOYL league will have 2 Leagues consisting of 6 teams in 2 Divisions, the American League and the National League.    There is no expansion plan at this time.

 PLAYOFFS

The 2 League winners will play the 2 other teams with the best record regardless of the Division they are in. You could have both other teams be from the same Division. Division winners will be seeded 1 and 2. The other 2 teams will be 3 and 4. The winners of those two series will meet in the World Series.  

If tied there will be a 1 game playoff to determine the playoff team.  Home team will be the team which wins the tie breaker rules below in Tie-Breaker #1.

    4) best net runs (Runs scored minus Runs allowed)

All playoff series will be best of 7.

GAME PLAY

A.             This is an ALL Net Play league.  The playing blocks will be 1 month of games and 1 month to play them, this is subject to change due to time constraints , etc..  Approximately the last 45 days of the season will be broken into 2 week blocks to allow better control of usage.

B.            If anyone that cannot play a series I would like them to find a sub for their team for the block or series you cannot play. Email the group if you need to find a sub.

Autoplays are NOT desired and will ONLY be used in extreme circumstances and solely at the discretion of the commissioner.  

C.  After playing his series, the HOME TEAM has the responsibility to immediately e-mail all necessary game files to the group.   The Commissioner will update the Official League Files.  Please be aware that this procedure will require each league member to familiarize himself with his web browser’s procedure for attaching files to an e-mail.  It will also require managers to use WinZip.  Strat-O-Matic data files do not travel well over the Internet unless one of these zipping programs is first applied to it.  Your zip program can be any one you like as long as it is compatible with the zip program that is used by the Commissioner.      Files should include the game results files found in the “EXPORT” Folder for the series and all the box scores, found in the “/Print/1970HL” folder.  The export files are saved as “1970HLE2.V06” and 1970HLE2.H06.    The game saves the box scores “BOX 04-04-1970 RCK @ BOS.prt”.  Zip these 2 files types for the games you played and email to the entire league”.

ROSTERS/DRAFTS

A.  Owners are required to have no more than 30 players on their team at any time during the season.  Teams can be under 30 players but not over 30 players.  In addition to the 30 players each team is allowed 2 uncarded players.   During the War years 1942-1945 AND 1951-1953 each team is allowed to carry 6 uncarded players and rosters will expand to 35 players. (see E below for an explanation of Keepers regarding uncarded players)

B.  Between Opening Day and up to approximately 30 days before the end of the league schedule, a team may have only 25 active players.  Before each block you can modify your 25 man active roster. Rosters must have an active backup at every position and at least 5 active players who play the outfield.  It must stay the same for the entire block.  Starting approximately 30 days (determined by the commissioner) before the last scheduled date of play each team can have up to 30 active players.  This date can be adjusted by the commissioner to include complete series scheduled.   Players with less than 50 plate appearances (at bats + walks)on actual card or 25 Innings pitched can not be used during the season, not even during the last month.

C.  The league is a “continuous retro” Strat-O-Matic league.  Any player a manager acquires may be kept for as long as that manager wishes. A player may be kept on the team whether he has a Strat-O-Matic “card” or not.  If any free agents are picked up during the season, they cannot be retained at the end of the season.

D,  The initial draft will be determined by lottery  Starting in round 2 the order will serpentine.   In the future drafts the order of draft will be in reverse order of the teams previous season finish regardless of the playoffs.  In case of a tie the tie breaking procedure in section F will be followed.. 

It is expected each manager will do his best to win as many games as possible.  In the event of obvious tanking the offending manger could be dismissed or at least lose his first round pick and then pick LAST in each round of the draft.   A warning will be issued before the “death” penalty is applied.  Personally I don’t expect this to be a problem.

E.  Before the draft begins each team MUST SUBMIT a list of the players they are keeping.  There is a MAX. limit of 20 players you may retain after each season (including un-carded players,)  An exception will be made in the War Years of 1942 to 1945 and 1951 to 1953 when each team may also keep an additional 4 uncarded players for a total of 6 uncarded players in those War Year seasons. You may retain 25 players including up to 6 uncarded players during the war years. The draft will continue until all teams have 30 carded players on their roster. Rosters will expand to 35 players during the war years including uncarded players.  Changed ownership of any draft pick does not change its order in the draft.

F.  In case of a tie for drafting positions, the tie is broken as follows with the team “winning” the tiebreaker getting the better pick (rewarded for doing better):

    1) head to head

    2) intra-division record

    3) league record

    4) best net runs (Runs scored minus Runs allowed)

    5) least runs allowed

    6) most runs scored

    7) coin flip

G.  Each season we will hold a draft of available stadiums in reverse order of the teams previous season finish.   If you want to keep your stadium you may, otherwise if you release it you will be in the stadium draft.   

USAGE

1.  Each individual player will be limited to 110% of his real life usage. Batters will be limited by their plate appearances and pitchers will only be limited by their INNINGS PITCHED.

2.  A 110% usage rule is in affect for all players plate appearances and Innings pitched.  Penalties will be applied based on the number of players overused in a season.

There is NO good excuse for overusage.   That being said one never knows what extenuating circumstances might occur that could cause that, so the commissioner does have some discretion.  The rule heavily penalizes teams for multiple players overused.  

 110.1-115% = 4th Round Pick

115.1-120%  OR two players over 110.% = 2th Round Pick and player(s) also automatically ineligible for the remainder of the season including the playoffs and returned to the FA pool for the next season.

 120.1% or higher OR three or more players over 110%  = 1st Round Pick and player(s) also automatically ineligible for the remainder of the season including the playoffs and returned to the FA pool for the next season. 

If the lost draft picks are not available by the penalized team the commissioner should decide what picks should be lost of equal value.   If the players overused are in their last season and their loss in the following season is not of consequence to the team overusing them then that teams 3rd round pick will ALSO BE LOST.

3.  To keep a player on your roster for the following year, the league has a 50% use him or lose him rule. That means that you must use a player at least 50 percent of his actual at bats or innings pitched.  If you do not use a player for 50% of their AB/IP, the player will go back into the free agent pool for the following year’s draft.

4.         Other than outfielders, who may play any outfield position, a player may only play a position for which Strat-O-Matic has given him a rating.    YOU CANNOT PINCH HIT FOR ANY PLAYER AT ANY TIME IF YOU DO NOT HAVE A POSITION PLAYER AVAILABLE THAT IS QUALIFED TO PLAY THAT POSITION (Any outfielder can play any outfield position subject to STRAT rating adjusments).    Note: It is understood that pitchers may be used as pinch hitters and pinch runners, and that this is not considered a violation of any of the player usage rules.

#5.  Use of Outfielders

Outfielders may play any outfield position. The strat-o-matic game automatically changes the player’s ratings if they play out of position, so there is nothing anyone needs to do to adjust. This will help the owner manage their lineups regarding outfielders. 

6.  Use of Pitchers

All pitchers must be used as they are rated.    If a pitcher doesn’t have a rating he can’t be used in that capacity.      I.E.   6/0/N is only a starter, 0/3/N is only a reliever, and 6/4/N can both start and relieve.

All pitchers must have their proper rest as starting pitchers.    Those with starting pitchers asterisk * must have at least 3 days off between appearances.   Those starting pitchers without asterisk * must have at least 4 days off before next appearance.

Starting pitchers must have at least 3 days off if they relieve before they can start.

Any pitcher with a rating such as 6/3/x can either start OR relieve in any series. A starting pitcher may pitch in relief, but he must be given three days rest. If a pitcher does pitch in relief after three days rest, he will need 3 days of rest before he can start again.

Starting pitchers MUST PITCH AT LEAST 4 Innings or have allowed 4 runs BEFORE they can be taken out of the game.  No exceptions.

Here are the penalties if you are used incorrectly or without the proper rest:

First offense: A warning will be issued.

Second offense: The pitcher will not be available to be used immediately and for the next block.  If it is the last block of the year the penalty will carry over into the next season.

Third offense: The pitcher will not be available to pitch for the rest of the season including playoffs and World Series, if applicable.

TIE BREAKER GAMES

Any tie-breaker games will be played using the regular season usage rules.   Usage will not be reset for Tie-breaker games following the regular season.

PLAYOFF USAGE

1.     Plate appearance limits for individual players will apply to all playoffs. Each player involved in the playoffs may use up to 10% of his real life seasonal plate appearances, for each round. Any player with over 500 plate appearances can be used unlimited for the post season. This rule does not apply to any tiebreaker games.

2.     Pitchers are limited to up to 10% of their innings they can throw in each playoff series. This rule does not apply to any tiebreaker games or tournaments. All pitchers will be limited in their playoff participation as follows:

Starting only pitchers can be designated to be used as a relief pitcher for post season play.   Their starting ability will be changed to 0 and their relief to a 1 thus making them a 0/1/N for postseason play.   However you MUST request such a change be made PRIOR to the start of the playoffs.

Enforcement of over usage rules in the playoffs will fall on the responsibility of the opponent you are playing.    If someone is approaching overusage of a player please mention it before the player is overused so he can be removed from the game and not overused.

Each playoff team goes with a 25 man roster for the post season which can be modified before each series.

Use of pitchers and outfielders are the same as during the regular season.

TRADING

There is a no limit of trades during the season ( except for the built in player movement restriction that Strat has which allows a maximum of 75 players on any given team any given season.  There is no limit on the amount of players that can be involved in a trade. There is a trading deadline of July 31 during the season. Any trades made after July 31 will go into affect the following season. Trading is unlimited in the off-season, Draft picks can be traded. During the season drafts picks can only be traded one year out. For example during the 1965 season you can trade draft picks for 1966, you cannot trade draft picks for 1967.  However, after the season is over you can draft picks for 1967 since we will be preparing for the 1966 draft. You can NEVER trade draft picks beyond this 2-year off-season window.

Trades made that appear to be detrimental to the good of the league will be reviewed by the Commissioner and two other managers of his choosing not involved in the traded   Their decision is final.

FREE AGENTS

Each team will be allowed 5 Free Agent picks during the year. They can be made at any time during a block for the following block.  If 2 or more teams claim same player the team with the worst record gets said player.    Free Agents CANNOT be protected at the end of the year. If any free agents are picked up during the season, they cannot be kept at the end of the season.

RULE CHANGES

This league will be a Democratic league (for the most part).  Any and all rule change ideas will be brought up for vote.  A majority rule will be needed to change any rule (10 of 18 ).  A split vote will NOT get a rule change. 

All rule changes should be sent during playoffs and will be voted on BEFORE draft for next season.

Unforeseen circumstances will happen. It will be up to the Commish to work these out , however whenever possible the LEAGUE MEMBERS will always have a say into the operation of the DOYL
